I guess that all depends on what you mean by Decimate?
1. kill, destroy, or remove a large percentage or part of.
"the project would decimate the fragile wetland wilderness"
2. (historical) kill one in every ten of (a group of soldiers or others) as a punishment for the whole group.
As Obama is talking about a group of soldiers, and punishment for their actions, I think that the second definition is more appropriate to his statements.
That still leaves 90%.
As al-Qaida leadership changes, the names change; as Officer Gannon would say on dragnet – “The stories you have seen are true; the names have been changed to protect the guilty...” or something like that…
Al-Qaida has 7 main direct groups; 12 indirect groups, and hundreds if not thousands of sympathetic groups of Islamic extremists. Bin Laden was not Al-Qaida by himself, he was only one among many leaders.
